I am convinced as follows:-

(a) That in the Province of Kuangtung within a radius of

forty miles of the City of SFIU-KWAN or SCHAO CHOU or

SHIV-CHOW on the head waters of the North River about

latitude 24.25 North to Lat. 25.15 North and Longitude

112.40 east and Long. 117.45 east there exists coking

and other coal and that:-

In the same province within the districts of both Wei

Chow Fu (or Hui-Chou Fu) and Chow Chow Fu that is with-

-in the district bounded by latitude 23.45 North and the

Sea Coast and by long. 114.25 East and 116.45 East there

exists bede of iron ore and also in the district of the

delte of the West end North Pivers and that:-

On the Canton River (being that portion of the North

River laying between the city of Centon end the sea

usually used as e fairy for traffic to and from Hong

kong & Centon) there exists on the "est or right bark of

the same e site technically suitable for a great iron

and steel works and or shipbuilding yerd, and that:-

The firms of (1) Sir William Beardmore Ltd. and (2)

Mesers Bewick Moreing & Co. and others could if called

upon to do so either in conjunction with R.M's Govern-

ment or otherwise make the necessary surveys, conduct

the necessary firencial end technical operations to open

up and develope these coal and iron areas with the

necessary limestone and flux areas contiguous thereto

so as to provide the essential coal, iron and steel

ship-plates
